Thee must be a method for administrators of LN to disengage the backgroung color change. Following your procedure, which, unike most softwarek, has commonly worked the same across upgrades, backgroung color change seems to be disabled by admins somehow, perhaps in the notes.ini file (which is now inaccessible) or the PC Windows registry. I wordk in gov't and this kind of change is often made to save tax money. In this instance, obviously printing costs are higher if color is printed; howeer in this case, e-mail is rarely, if ever, meant to be printed so it's purely "overboard" but perhaps that's reassuring for the public's dime.
